On 30 December 2025, in order to further implement the Outline Development Plan for the Guangdong–Hong Kong–Macao Greater Bay Area and accelerate the alignment of mediation rules and the development of cross-border dispute resolution mechanisms among the three jurisdictions, the Department of Justice of Guangdong Province, the Department of Justice of the Hong Kong Special Administrative Region, and the Secretariat for Administration and Justice of the Macao Special Administrative Region jointly released the Guangdong–Hong Kong–Macao Greater Bay Area Mediators Panel (2025).
